CISA: Domain 2: Governance and Management of IT (1 CEU, but 2 hours of instruction/video?)

So the cert for this domain says 1 CEU/CPE - 2 hours. Isn’t each hour of instructional training worth 1 ceu each? If so, why isn’t it 2 CEUs?
