/etc/snort/rules/snort.rules is not the correct answer. If you look over the instructions at the beginning of Part 2, you should see the answer.

So it looks like you posted about two things:
For your first screenshot, you have the wrong answer. I can’t tell you the correct answer, but if you read the instructions at the part where we talk about rules, you should find it.
For your second screenshot, did you execute the command? I just ran it without any issues.
